Using a dash Arcana within 0.5 seconds of using another Arcana lowers the active cooldowns of all Arcana with the same element as the dash by 1 second (e.g. using 
Cyclone Boomerang immediately followed by 
Gust Burst) regardless of whether Gust Burst is off cooldown.
