Strategies
The Formula for the Damage Increase is as follows: 6% + (Gem Count × 0.0102631579) Ie. 6% + (38 × 0.0102631579) = 6.39%
The Item is of course at it's best if the individual is at the Gem Count Limit (999) 6% + (999 × 0.0102631579) = 16.25%
So at Gem Count Limit Jade's Jeweled Tiara,16.25% universal damage increase, is better than such relics as Rudra's Pinwheel, which has a flat 12% Air Damage Increase, or Amulet of Sundering, 8% Universal Damage Increase.
